Biographies of the Executive Team
President & CEO - Mr. Jim Arriola.
With over 20 years of management and business experience, Jim is an innovative
business executive who has led the development and operations of pioneering healthcare insurance
products to better serve Latino and Mexican immigrant consumers. Jim is a strategic thinker
and hands-on executive who has conceived new market ideas and built
international teams and multi-functional work groups. Jim is active in work
groups and discussions with government officials and regulators from both sides
of the US-Mexico border to improve access to health care for Latinos and the uninsured.
He led Blue Shield of California’s program to becoming the first
California-based, Cross-border HMO Plan. Jim has been appointed by the
California Department of Health Services to serve on the Advisory Group for the
California Office of Bi-national Border Health. He is
registered with California Department of Insurance and became approved as a
“Certified Provider” of Continuing Education to teach insurance agents about the
health care needs of Latino and cross-border workers. Jim is also the founder of
Latino Health Resources, a consulting agency that specializes in Latino
healthcare matters. With his parents having
migrated from Mexico, Jim, a first generation American, became the first Latino
from his Southern California congressional district to be admitted to and
graduate from the United States Military Academy at West Point. He has served
honorably in the U.S. Army for 12 years reaching the rank of
Major. Jim also has two Master degrees - an MS in Human Resources Management
from Chapman University and an MBA from National University. He previously served

Executive Vice-President - Chief Financial Officer/Investor Relations - Jose Aroeste.
With over 17 years of banking and business experience, Jose is a seasoned finance professional who has advised
and serviced Mexican corporations and individuals with US banking needs throughout his career. With
a fully bilingual and bicultural upbringing, he has successfully adapted Mexican investors to US financial
strategies and regulations, while at the same time sensitizing US financial institutions and their regulators
to the special needs of those investors. Jose is keenly attuned to the needs of Latino families
in the United States, having been born and raised in Mexico City. Upon immigrating to Los Angeles,
he joined the Hispanic Bankers Association and the Board of Directors of the US-Mexico Chamber of Commerce,
while working for California Commerce Bank, the US subsidiary of Banamex. Prior to joining Access
Salud, Jose served as a Vice President in the Private Banking Division for Bank of America in San
Diego. Jose has a BA in Economics from Universidad Anahuac in Mexico City, an MBA from the
Anderson Graduate School of Management at UCLA, and a Certificate of International Business from the
University of San Diego. Jose has a passion for helping other Latinos succeed in their lives’

Principal - Mr. Jack Schwerin. With over 25 years of senior level
leadership experience in the healthcare industry, Jack is a dynamic executive with extensive hands-on
experience in client relations. He has a keen ability to leverage relationships to create
diplomatic win-win solutions and has a proven track record in developing and motivating cross-functional
teams to achieve extraordinary results. Jack has significant corporate experience with the
Blue Cross-Blue Shield systems serving more than 13 years within Blue Shield of California in the area
of provider relations, contracting and product development. Jack also has several years of
managing clinics within the CIGNA delivery systems in California and the United States Navy. Jack
is a 20 year veteran of the United States Navy were he retired as a Senior Chief Petty Officer in the Hospital
Corps. He is a graduate of New York State University and has a Masters degree from Webster
University in Health Administration and Computer Data Management. Jack is a member of Healthcare
Executives of Southern California and the American College of Healthcare Executives. Jack
participates on several boards of nonprofit organizations and has a keen interest in promoting awareness
for reducing domestic violence in our society.

Vice President, Key & National Accounts - Parry Payne. With over
20 years as an employee benefits professional, Parry has had primary focus on group sales and
marketing. He has been with regional and national carriers and providers including General Medical
Centers, Aetna Health Plans and FHP Healthcare. He has also been involved with American All Risk Loss
Administrators (AARLA), an innovative third party administration (TPA) company. Parry became one of
the first employee benefits consultants to use cross-border healthcare under a managed care model in securing
a deal for a very large shipbuilding company on the West coast. He has a great understanding of the
challenges employers face in addressing health coverage needs and has developed innovative plans designs for
meaning and affordable health programs. Parry is also an expert in prevailing wages and living
wage ordinances. He is based in California and has key employer, labor and broker
relationships.
